About Co-Pilot
Co-Pilot powers the Vision Zero Community and the Vision Zero Toolbox, a rapidly growing library of road safety education and training resources currently valued at over £500,000. Local authorities, blue light services, fleets, and insurers can become members of the Toolbox to access materials for use in their own risk-reduction work.
Members include the Safer Essex Roads Partnership, Vision Zero South West, Surrey RoadSafe, West Mercia Police, Warwickshire Road Safety Partnership, and Westminster City Council.
Project Overview
Co-Pilot licensed 20 hazard prediction scenarios to strengthen the Vision Zero Toolbox and provide training that goes beyond traditional hazard perception.
The underlying footage was enhanced with bespoke CGI and voiceover so that each clip could be deployed as a fully stand-alone training asset by Toolbox members.
The Challenge
The Vision Zero Toolbox already housed an excellent hazard perception resource targeted at young drivers. However, there was a clear gap for members wanting to provide practical upskilling support for more experienced drivers — including the large number of people who drive for work.
The Solution
While Co-Pilot has strong in-house capability in media production and could technically have produced the underlying film content, Esitu brought specialist expertise in shaping meaningful hazard prediction scenarios. An example of a hazard prediction test screen is shown in the image below.
Licensing the content was therefore an obvious choice. Co-Pilot strongly believes in partnership and respects the importance of subject-matter expertise. Having worked with Esitu on previous projects, there was confidence that the materials would be of the highest quality.
The Impact
Because the Vision Zero Toolbox provides raw assets that road safety professionals integrate into their own delivery, it is difficult to quantify precise downstream outcomes. However, these scenarios are known to be highly valued by members, who would otherwise have very limited access to high-quality CGI-based hazard prediction content of this standard.

What’s Next
Co-Pilot plans to invest further in supporting members with the dissemination and effective use of these clips. There is also interest in licensing additional material from Esitu in the future.
Academic Research & Evidence
The academic rigour underpinning Esitu’s work was a significant factor in Co-Pilot’s decision to license the content. Without that evidence base, Co-Pilot may have taken a longer-term route of developing a capital asset internally rather than partnering.
